This guide is general information, not legal, tax or financial advice. Rules, rates and fees change, so confirm the details with the relevant agency, your lender or a licensed professional before you decide.
Subic Bay Township is a government housing project rising inside the Subic Bay Freeport Zone, and it is part of the Expanded Pambansang Pabahay para sa Pilipino (4PH) program. Posts about it keep circulating on Facebook with the words “zero downpayment”, and many people ask the same things: how big is it, who can apply, and what will it cost?
This guide pulls together what has been reported so far and is clear about what has not. We could not find unit prices, a full eligibility list or a turnover date in the coverage we read, so we do not guess at them here. When you want the program rules that apply to any 4PH project, start with our 4PH requirements and how-to-apply guide.
What is Subic Bay Township?
Subic Bay Township is a 4PH community inside the Subic Bay Freeport Zone, in the area run by the Subic Bay Metropolitan Authority (SBMA). The township’s own Facebook page describes it as a development by the Philippine Community Housing Corporation (PCHC) and CSE Builders Joint Venture Company Ltd., and its posts promote “zero downpayment” and a registration form.
Here is what the news reports add:
- Size: about 1,400 low-cost housing units, according to the First Lady’s Facebook post as reported by the Daily Tribune in February 2026.
- Buildings: four high-rise buildings. The Tribune’s photo caption says 15 floors and its text says 17, so treat the height as unconfirmed.
- Residents: housing for at least 3,000 people.
- Facilities: safe play areas for children, recreation areas and a daycare center for working parents.
Where does the project stand?
The reports we found give this rough timeline:
| When | What was reported |
|---|---|
| October 2025 | A 4PH orientation was held for SBMA employees and other Freeport workers, with PCHC presenting site plans and unit types. The township’s Facebook page posted its perspective view |
| February 2026 | The First Lady inspected the site, and the Tribune described construction as ongoing. DZRH reported the groundbreaking, led by DHSUD, around the same time |
We found no official turnover date. A building of this size takes years, so do not plan a move-in around a social media post. Ask the developer or SBMA for the current schedule in writing.
Who can apply?
This is the part that is least clear. The October 2025 orientation was for SBMA employees and other workers in the Freeport, which suggests they are the first group the project was announced for. We did not find a published rule on whether the general public can apply, or in what order.
The usual 4PH conditions still apply to any buyer who gets in: a first-time homebuyer, an active Pag-IBIG member, an income at or below the program ceiling, and a loan that fits the program’s price limits. Our 4PH guide lists the numbers and our 4PH calculator checks them against your income. Whether Subic Bay Township adds its own priority rules is something only the project’s organizers can answer.
How much will a unit cost?
No unit prices appeared in the reports we read. What we can do is show what a 4PH condo costs per month if it is priced at the program’s ceiling of ₱1.8 million, using the program’s 3% rate over 30 years. This is an illustration, not a quote for this project:
| Unit price | Rate | Monthly (principal and interest) |
|---|---|---|
| ₱1,800,000 condo | 3% (4PH subsidized) | ≈ ₱7,589 |
| ₱1,800,000 condo | 6.25% (illustrative) | ≈ ₱11,083 |
The 3% rate is not guaranteed for the full 30 years, and insurance premiums are added to the actual bill. Our Pag-IBIG promo rate explainer shows what happens when the subsidy period ends. About “zero downpayment”: 4PH loans can cover up to the full price, but you may still owe fees and other upfront charges, so ask for the full list of upfront charges before you register.
Do not mix it up with other SBMA housing
SBMA has announced several housing efforts at once, and they are easy to confuse. The reports we found mention:
- Subic Bay Residencias: four condo buildings with 1,600 to 1,920 units at about ₱1 billion. We could not confirm whether this is the same project as Subic Bay Township or a different one, since the unit counts do not match.
- A workers’ dormitory complex: about ₱1.1 billion, for up to 6,000 workers.
- A socialized housing program in the Central Business District: about ₱2 billion, for around 1,300 SBMA employees, covered by an agreement between SBMA and DHSUD.
If someone sells you a “Subic 4PH unit”, ask which project, which developer and which building, and get it in writing.
How to register safely
- Find the registration link on the official Subic Bay Township or SBMA page, not from a forwarded message or a seller you cannot verify.
- Never pay a “reservation” or “slot” fee to an individual. Real payments go to the developer or Pag-IBIG.
- Ask for the project’s accreditation and license details from DHSUD, and check them with the agency before you pay anything.
- Confirm your Pag-IBIG membership and contribution record first, since that decides whether you can borrow at all.

Subic Bay Township is a real project with a reported size of about 1,400 units, a named developer and construction under way as of early 2026. Prices, eligibility rules and turnover dates are still unclear in the coverage we found, so treat any figure you see on social media as unconfirmed until the developer or SBMA gives it in writing.
