In 2026, Pag-IBIG Fund cut the interest rate on its housing loans and raised the most you can borrow. If you have seen “6.5% down to 4.5%” on social media, here is what the published announcements actually say, who the lower rates are for, and what they do to a real monthly payment.

The short version: the promo rates are fixed for only three years, they apply to applications received until December 31, 2026, and your payment can rise when the fixed period ends. The sections below explain each point with the math.

This post is based on news coverage of Pag-IBIG Fund’s announcement. Rates and brackets can change, so confirm the current terms with Pag-IBIG Fund (pagibigfund.gov.ph) before you apply.

What is the Pag-IBIG housing loan promo?

In June 2026, Pag-IBIG Fund announced promotional housing loan rates under the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program. The Fund’s board is chaired by the Secretary of the Department of Human Settlements and Urban Development (DHSUD); see what DHSUD does for how that agency fits in. According to news reports, the two promo rates are:

Loan amountPromo interest rateFixed for
Above the socialized housing ceiling, up to ₱2.5 million (low-cost housing)4.5% a year3 years
Above ₱2.5 million, up to ₱10 million5.75% a year3 years

The socialized housing ceilings cited in the reports are ₱950,000 for a house and lot and ₱1.8 million for a condominium unit. Below those ceilings, eligible low-income members and OFWs can still use the 3% subsidized rate under 4PH, which the announcements say stays in place. Some later reports describe the 4.5% bracket as reaching ₱4.9 million, so ask Pag-IBIG which bracket your loan falls under. New to 4PH? Our 4PH housing program guide covers who qualifies, and the 4PH calculator checks your eligibility.

Is it really 6.5% down to 4.5%?

The comparison in the news coverage is with the previous 6.25% three-year fixed rate, not 6.5%. For a ₱2.5 million loan over 30 years, the reports put the estimated monthly amortization at about ₱12,667 at 4.5%, against about ₱15,393 at 6.25%. You may see 6.5% quoted elsewhere because Pag-IBIG publishes different rates for different fixing periods, and older or longer-term rates differ from the promo. The rate that matters to you is the one in your approval letter.

Bigger loans: the ₱10 million cap

Pag-IBIG also raised its maximum housing loan from ₱6 million to ₱10 million, reported to take effect on May 26, 2026. A higher cap does not mean you will be approved for it. As in our Pag-IBIG housing loan guide, the amount you get is still limited by your capacity to pay and by the property’s appraised value. For most borrowers, the cap matters less than the rate.

Worked example: what the promo saves

The monthly payment uses the standard loan formula, where P is the loan, r the monthly rate (annual rate ÷ 12) and n the number of months: P × r × (1 + r)ⁿ ÷ ((1 + r)ⁿ − 1). All figures below are principal and interest only; Pag-IBIG adds insurance premiums on top.

Loan, 30 yearsRateMonthly paymentTotal paid over 30 years
₱2,500,0006.25% (previous)≈ ₱15,393≈ ₱5.54 million
₱2,500,0004.5% (promo)≈ ₱12,667≈ ₱4.56 million
₱5,000,0006.25% (illustrative)≈ ₱30,786≈ ₱11.08 million
₱5,000,0005.75% (promo)≈ ₱29,179≈ ₱10.50 million

On ₱2.5 million, the lower rate saves about ₱2,726 a month, which is the figure in the news reports. On ₱5 million, the saving is smaller, about ₱1,600 a month, because the promo discount is smaller in that bracket. The 6.25% line for the larger loan is illustrative; use our home loan calculator to try your own amount, term and rate.

The catch: the rate is fixed for only three years

After the three-year fixed period, Pag-IBIG reprices the loan based on the repricing period you chose, so the 4.5% or 5.75% will not necessarily last for the life of the loan. Nobody can tell you today what the rate will be in 2029 or later, so plan for the possibility that it rises.

Here is an illustration, not a forecast. Take the ₱2.5 million, 30-year loan at 4.5%:

  1. The payment is about ₱12,667 a month for the first 36 months.
  2. After 36 payments, you still owe about ₱2.37 million.
  3. If the loan then repriced at an illustrative 7% for the remaining 27 years, the payment would be about ₱16,324 a month, roughly ₱3,650 more than before.

That does not erase the saving from three cheap years, but it is why you should check that your budget still works at a higher rate. Ask Pag-IBIG how repricing will work for your chosen period.

Who can use the promo, and by when?

  • Deadline: the promo applies to housing loan applications received until December 31, 2026. Applying early leaves room for corrections, since missing documents can push a file past the cut-off.
  • Membership and documents: the usual rules still apply, including your contributions, income documents and a titled property. Our step-by-step application guide lists them.
  • Property: the promo is for the loan, not for any specific property. You still need a titled property with clean papers; see titled vs. rights-only lots.
  • Developers and sellers: ask whether they accept Pag-IBIG financing and how long they will wait for loan release.

How to make the most of the promo

  1. Check your contributions and documents now. Fix name mismatches and missing months before you pick a property.
  2. Know your bracket. A loan just above ₱2.5 million jumps from the 4.5% tier to the 5.75% tier in the first announcement, so a slightly larger downpayment can lower your rate. Confirm the current bracket with Pag-IBIG.
  3. Stress-test the payment. Work out what you could afford if the rate rose after year three.
  4. Compare with other lenders. Our Pag-IBIG vs. bank vs. developer financing guide shows the trade-offs.
  5. Apply early. Do not wait for December.

Bottom line

The 2026 promo makes Pag-IBIG’s already low rates lower for three years, with the 4.5% tier helping most buyers of lower-priced homes. Treat the fixed period as a head start, not a guarantee for 30 years. When you are ready to look, browse homes for sale or Zambales listings, and ask each seller about Pag-IBIG financing.
