This guide is general information, not legal, tax or financial advice. Rules, rates and fees change, so confirm the details with the relevant agency, your lender or a licensed professional before you decide.

The 4PH program is the government’s main way to help low- and middle-income Filipinos own a first home. It pairs socialized house-and-lot and condo projects with a Pag-IBIG housing loan at a subsidized 3% interest rate. But the rules have changed since the program launched, and the details you see online often disagree.

This guide explains who qualifies, what the monthly payment really looks like, how to apply and where 4PH projects have been reported in Central Luzon. Where sources disagree, we say so. If you want a quick answer first, our 4PH calculator checks your eligibility and estimates your payment in about a minute.

This post is based on news reports and public announcements as of October 2026. Confirm the current rules with Pag-IBIG Fund (pagibigfund.gov.ph) before you apply.

What is the 4PH program?

4PH stands for Pambansang Pabahay para sa Pilipino (National Housing for Filipinos). It is led by the Department of Human Settlements and Urban Development (DHSUD), with Pag-IBIG Fund providing the home loans. Our guide to what DHSUD does explains how that agency also protects buyers.

The first version of 4PH focused mainly on mid-rise condominium projects. The Expanded 4PH, rolled out from 2025, widened it in three ways:

  • House-and-lot units, not just condos, from horizontal developers, priced up to ₱950,000.
  • A 3% interest rate for qualified members buying socialized housing, with the government covering part of the interest in the early years.
  • Rental housing options, with longer loan terms for developers and institutions that build rental units.

Do you qualify for 4PH?

To get the subsidized 3% rate, the reported requirements are:

RequirementWhat sources report
Income (working in Metro Manila)Gross monthly income at or below about ₱47,856
Income (working outside Metro Manila)Gross monthly income at or below about ₱34,686
OFWsQualify regardless of income
Home ownershipFirst-time homebuyer, with no earlier Pag-IBIG housing loan that was foreclosed, cancelled or surrendered
Pag-IBIG membershipActive member with 24 monthly contributions (some sources say 12; see below)
Age65 or younger when you apply; loan fully paid by 70

12 or 24 contributions?

This is the most common point of confusion. DHSUD’s original 4PH materials and a 2026 Pag-IBIG presentation both say 24 monthly contributions, while some guides to the Expanded 4PH say 12. Either way, Pag-IBIG has long allowed members to pay missing months in one lump sum, so a short record doesn’t have to stop you. Ask your Pag-IBIG branch which number applies when you register.

What if your income is above the limit?

You can still borrow from Pag-IBIG; you just won’t get the 3% subsidized rate. For 2026, Pag-IBIG is also offering promotional rates of 4.5% and 5.75%, fixed for three years, on loans above the socialized ceilings. Our post on the Pag-IBIG 2026 promo rate explains those brackets and the catch when the fixed period ends.

Which homes can you buy with 4PH?

Only units in DHSUD-accredited 4PH projects qualify. The price ceilings for socialized housing are ₱950,000 for a house and lot and ₱1.8 million for a condominium unit. Lot-only purchases are not covered, and neither is an ordinary house that happens to cost less than ₱950,000. A low price alone doesn’t make a home a 4PH unit. The project itself has to be enrolled.

That matters when you browse listings. If you see a house for sale in Tarlac or a condo under ₱1.8 million, ask the seller directly whether the project is DHSUD-accredited for 4PH before you pay anything.

How much is the monthly payment?

Reports say the Expanded 4PH loan can cover up to 100% of the price, so you may not need a down payment. Here is the math for a ₱950,000 house and lot over 30 years, principal and interest only:

Loan, 30 yearsRateMonthly payment
₱950,000 house and lot3% (4PH)≈ ₱4,005
₱950,000 house and lot6.25% (illustrative regular rate)≈ ₱5,849
₱1,800,000 condo3% (4PH)≈ ₱7,589
₱1,800,000 condo6.25% (illustrative regular rate)≈ ₱11,083

The ₱4,005 and ₱7,589 figures match the ones Pag-IBIG has cited. On the house and lot, 3% saves about ₱1,844 a month compared with 6.25%, or about ₱110,600 over the first five years. Pag-IBIG adds insurance premiums to the actual payment.

The catch: the 3% is not for 30 years

The subsidized rate is reported to cover the first five years of the loan (ten years for the first 30,000 borrowers under an early-bird offer). After that, the loan reprices. As an illustration, not a forecast:

  1. You pay about ₱4,005 a month for the first 60 months.
  2. After 60 payments, you still owe about ₱844,600.
  3. If the loan then repriced at an illustrative 6.25% for the remaining 25 years, the payment would rise to about ₱5,572 a month.

Plan your budget so the higher payment would still be manageable. Try different numbers in our 4PH calculator or the general home loan calculator.

How to apply for 4PH, step by step

  1. Check your Pag-IBIG record. Make sure your membership is active and your contributions are posted. Fix name or birthdate mismatches first.
  2. Register online. Use the official Expanded 4PH registration on the Pag-IBIG Fund website, where you can browse available projects, see unit photos and estimate payments. Use only the pagibigfund.gov.ph address.
  3. Pre-assessment. Pag-IBIG checks your membership, income and other criteria.
  4. Validation and endorsement. The housing agencies validate your application and endorse it to the developer of the project you chose. Reports say results and next steps come by SMS or email.
  5. Submit loan documents. The usual Pag-IBIG requirements apply: valid IDs, proof of income and the forms the developer and Pag-IBIG give you. Our Pag-IBIG housing loan guide lists them.
  6. Sign and move in. You sign the loan and sale documents, and the developer turns over the unit when it’s ready.

4PH projects in Central Luzon

DHSUD has said its Central Luzon 4PH sites are expected to produce about 126,000 housing units. Projects named in 2026 news reports include:

  • Bataan: projects in Pilar and Limay. Browse homes for sale in Bataan.
  • Pampanga: Crystal Peak Estates and Bloomfield Subdivision in San Fernando, plus projects in Candaba and Minalin. See Pampanga listings.
  • Tarlac: Brentwood Residences in Capas (townhouses reported at about ₱850,000 to ₱1.2 million) and Kaia Homes.

We found no 4PH project reported in Zambales. Project lists change as new sites are accredited, so check the current list in the Pag-IBIG registration facility before you visit a site.

Avoid 4PH scams

  • No fixers. Registration is free and done online through Pag-IBIG. Anyone asking for a fee to “reserve a 4PH slot” is a red flag.
  • Pay only the accredited developer, and only after you’ve confirmed the project is on the official list. Never send money to a personal account.
  • Check the seller. A broker should have a PRC license you can verify. Our guide to real estate scam red flags covers the common tricks.

Not eligible? Other ways to buy

If you’re above the income limit, not a first-time buyer or the home you want isn’t a 4PH unit, a regular Pag-IBIG loan is still one of the cheapest options, especially with the 2026 promo rates. Rent-to-own and in-house financing are other routes, each with trade-offs. Our first-time homebuyer checklist walks through the whole process.

Bottom line

4PH can bring a first home within reach at around ₱4,000 a month, but only for qualified buyers in accredited projects, and the 3% rate doesn’t last the whole loan. Check your eligibility with our 4PH calculator, confirm the details with Pag-IBIG, then browse homes for sale in Central Luzon and ask each seller whether their project is part of 4PH.
